LIBRARY COMMITTEE BY-LAWS (2015-2016)

Officers, Members, Term, Duties and Responsibilities

1. The Committee shall consist of:

  • Chairman,
  • Vice Chairman,
  • Secretary, and
  • Members
  • 2. Terms of office shall be for:

  • One year, commencing with the March meeting. Officers may serve a total of 2 consecutive terms.
  • Nominations of officers shall be done every fist meeting of June.
  • Elections of officers shall be by majority vote at the first meeting.
  • Officers shall assume office after the meeting.
  • In the event of a vacancy, the remainder of the term shall be filled by a vote of the membership at the meeting immediately following the announcement of vacancy.
  • Members are appointed and may serve a total of 2 consecutive terms.
  • Regular attendance at meetings is strongly encouraged. If a member cannot attend a meeting, he or she must notify the recording secretary or the Committee Chair in advance to be considered excused. A member may send a non-voting substitute in his/her place.
  • 3. Duties and Responsibilities

    Chairman -The duties of the chairman are:

  • to prepare agendas,
  • to call meetings and
  • to conduct the business of the committee between meetings.
  • Vice Chairman –The Duties of the Vice Chairman are:

  • The Vice-Chairman performs the duties and responsibilities of the Chairman whenever the latter is unavailable.
  • Other duties that the Committee will designate from time to time.
  • Secretary - (library staff member)

  • Keeps records and circulates minutes and notices of meetings.
  • Members

  • As committee members, they will make decisions as a collective group and hold joint responsibility for decisions and actions taken by the management committee, even in their absence.
  • They are responsible for ensuring that all decisions are taken in the best interests of DLRC and that their role is carried out effectively.
  • Individual members should demonstrate selflessness, integrity, objectivity, accountability, openness, honesty and leadership (known as The Nolan Principles).
